Building Safer Communities: RSE Foundation eyes disaster response partnership

On April 2, 2025, the Resilience and Sustainability for Empowerment (RSE) Foundation and its partners visited The MAST in Maragondon, Cavite to explore potential collaborations in disaster resilience and response.
RSE Foundation, led by Program Officer Josh McCarver, welcomed its partners from the IRRI Community Relations and Partnerships Manager Jun Correa, CRPO Officer Jipsey Tandang, IRRI Health, Safety, Security, and Environment (HSSE) Officer Jose Luis, as well as partners from CORE Resilience Consultancy Inc. (CRCI) led by Training Specialists Gonzalo Servano, Jr. and Jelyn Relopez.
The MAST officials, headed by Facilities Manager Joel Canlas and Business Development Officer Cath Montoya, hosted the tour and showcased the facility’s advanced safety training programs designed for Global Maritime Professionals.
The visit served as an avenue for RSE Foundation to explore a potential collaboration with IRRI on the Neighborhood Emergency Simulation and Testing (NEST) Program—an initiative aimed at strengthening community disaster response capabilities in the barangays of Bay and Los Baños, Laguna.
