Global Maritime Forum releases report on Diversifying Maritime Leadership
OCTOBER 3, 2025

The Global Maritime Forum has released its latest study, Diversifying Maritime Leadership, developed in collaboration with companies under the All Aboard Alliance, of which PTC is a proud member. The report sheds light on the persistent barriers that prevent the maritime sector from unlocking the full potential of its leadership talent.
Drawing on 108 in-depth interviews with leaders both at sea and on shore, the report highlights three key areas where exclusion continues to limit opportunities: societal norms that dictate perceptions of who is “fit” to lead, company cultures and policies that disadvantage underrepresented groups, and professional networks that may either empower or marginalize capable individuals. Stories shared by interviewees revealed how women, cadets, young parents, and LGBTQ+ leaders still face discrimination, missed opportunities, and lack of support.
The report warns that these barriers come at a critical time, as the industry faces disruptions from decarbonisation, digitalisation, and automation—alongside a projected shortage of 90,000 trained officers by 2026. At the same time, it points to three vital “bridges” that can help change the trajectory: mentorship, inclusive workplace policies, and supportive professional networks. These enablers are essential for building stronger leadership pipelines and ensuring the sector’s long-term sustainability.
As a member of the All Aboard Alliance, PTC supports the call to action from the Global Maritime Forum. By working together to remove barriers and strengthen these bridges, the maritime industry can create more inclusive workplaces, attract and retain top talent, and ultimately build a stronger, more resilient future.
